International Scientific and Practical conference "Water Forum BRICS"

29 September 2016.  Igor Maskaev, Senior Researcher Fellow  of the Institute for Pricing and Regulation of Natural Monopolies took part in the International Scientific and Practical Conference "Water Forum BRICS", where he he presented a report on "the Evaluation (benchmarking) of water services efficiency: international initiative."

The report, prepared in collaboration with Ilya Dolmatov, Director, and Vladimir Dvorkin, an intern researcher at the Institute for Pricing and Regulation of Natural Monopolies was based on the results of the efficiency analysis of Russian water utilities and their peers abroad. The study was conducted within the framework of Basic Research Program of HSE and was based on a sample of 692 companies from 8 countries of the world, using the most common among regulators parametric and nonparametric analysis. The research allowed to determine the potential for improving the efficiency of the total cost and to identify sources of inefficiency.

At the conference, Igor Maskaev proposed to use the platform of Water Forum BRICS for international cooperation of regulators, trade associations, companies and researchers to analyze the efficiency of the companies of the participating countries on a regular basis in order to study and disseminate best regulatory, managerial and training practices.
